Are divvie tax certs a legal requirement?

I have a sharedealing account with IG. They said that they were "working on" producing dividend tax certs. I find this a little puzzling, as other brokers produce them as a matter of course. Isn't there a legal requirement for brokers to produce tax certs?

Per HMRC:

"Dividend paperwork
For each dividend payment the company makes, you must write up a dividend voucher showing the:

date
company name
names of the shareholders being paid a dividend
amount of the dividend

You must give a copy of the voucher to recipients of the dividend and keep a copy for your company’s records."
