One last thing, can you provide the direct link to the section 44 question please?

I think this is a good idea, it would pretty useful to have unrestricted direct access to section44's expertise whenever we need it,something akin to the ancient repository device (s7,e21) would do the job nicely.

Out of interest how does the customer even know whether VAT has been charged by the engineer and surveyor or not? If you are sending copy invoices and merely recharging at cost then they may qualify as disbursements.

Perhaps - however unless Marx answers the original question asked by section44
To whom do the sub-contractors make their supplies/who is their customer?
then we cannot answer this question.From what has been posted it appears that it is more likely the subcontractor has invoiced and contracted their services directly to Marx - therefore meaning the items cannot be treated as a "disbursement" where no vat is charged.

In that case, they are proper sub contractors, as yuo are contracted to perform a service, and you are sub-contracting out some parts of the overall service.

Therefore you charge VAT as you suggest.

If the customer wanted it any other way then they should have been less lazy and contracted with various non-registered people seperately...
