I reach pension age in 2013 with 24 qualifying years. My wife will retire in 2025 and she has 18 qualifying years already.I also have 4 years of greek contributions. Is it worth my wife paying voluntary contributions for more years?

The closer to retirement the better the return, but 15 years is a long time. Calculate the increase in pension and the cost of the contributions. If you think it's a good return for the money then make the contributions.
With a pinch of salt take what I say, but don't exceed your RDA
