The customer has to produce a certifcate to give to the builder, there is an example at section 17 of notice 708.

No. The OP refers to "residential" but doesn't say what this means. What if, for example, the property is a dwelling?

Beg pardon, I, as always, have been loose in my terms. The property is non-residential and will be converted into a dwelling.

Just reading section 16 of that notice, does that mean we (the client) can make our own certificate to give to the contractors? HMRC aren't involved in the process?

There is no certification requirement in respect of dwellings.

That's what I did, to convince a plumber that the client was entitled to lower rate VAT. Conversions to residential always cause problems.
