Getting a ruling

Can anyone help with an easy question on rulings?

I need to get a ruling from the VAT office and have been instructed to write in.

I have been told to write to the local office, however that may or may not have closed
The next largest office is in Wolverhampton and I could write there, but the VAT helpline says "local offices no longer exist" and tells me to write to southend.

To prevent me from potentially bursting into tears and banging my head on the desk, can anyone tell me where I should write to and whether offices still exist?

The technical bit of the letter was easy compared to this
