Has the 10% wear and tear allowance been scrapped

Does anyone know if the 10% Wear and Tear Allowance been scrapped for tax year 2016-2017.
I remember it was to go out to consultation but have heard nothing since.

Abolished from 6 April 2016, and replaced with Replacement domestic items relief.

Wear and tear at s308A ITTOIA was repealed by s74 FA2016.

The new relief at s311A ITTOIA was inserted by s73 FA2016
