John Prescott "forgot" to pay council tax

I just read in the French press that John Prescot has not been paying council tax since 1997. So, what's all this about? Have the French got their facts wrong?

A man of that calibre is far too busy with the affairs of state to bother himself with minor technicalities like that...I assume it was an oversight by his manservant..who no doubt has been dismissed
