National Insurance Stamps

I bought some National Insurance Stamps from the Post Office many years ago, but never needed them. I have always been on PAYE.
Can I get a refund on them?

It seems that HMRC aren't even accepting these in payment, so refunds seem unlikely.

I can't remember exactly how long ago I bought them, but at least 20 years ago.
