The secondary threhold is being increased by £21 per week - this is normally the important one as the LEL only really matters for when employees are entitled to Sick Pay etc.

7. For National Insurance, the secondary threshold will rise by £21 a week above the level that indexation would reach. The secondary threshold for 2011-12 will not be known until publication of the RPI for September. The secondary threshold change is in addition to the increase in the primary (employee) threshold already planned for 2011-12, and the 1 per cent rise in rates.

•For the tax year 2011/12, in addition to the 0.5% increases to rates already announced at PBR 2008, the Chancellor has announced that there will be a further 0.5% increase to those rates, making a 1% increase in total from 6 April 2011. The primary threshold and lower profits limit will be increased by £570 to compensate the lowest earners - See PBRNote 01
