non renewal of subcontractors cis6 card

the revenue have not allowed me a renewal of a cis6 card. they have said that my girlfriend who owns 1 share in the ltd company is a relevant person and have said the minimum turnover figure is now £60000 instead of £30000. My girlfriend is a nurse and has never taken a wage or been involved in the business. Can I appeal against this decision and if so how do I go about it.The revenue has offered me a cis4 card but my clients would no longer deal with me if they had to make deductions . can ynyonre help

What does your accountant say on the matter?
