Without looking into this in detail, I would just say "Probably yes." In any case, it would be good policy to be polite. You need to start by looking back at the correspondence and any notes you kept from the original enquiry. Did you answer properly the points they raised then? Were there any loose ends? Was the enquiry ever formally closed?
Was your accountant involved? Under what provisions is the latest letter issued? What about the letter 2 years ago?
