In 2014 i rented my house, through an agency and paid the FICO tax rate of 20% on the rental income. Am i allowed to submit a 2014/2015 and subsequent years, self assessment tax return form, without incurring a late submission penalties

Late filing of Tax Return precipitates late filing charges as does a failure to notify HMRC of chargeability.

So you were a non-UK resident landlord at the time of renting and presumably did not apply to be taxed under the non-resident landlord scheme?
