Paying a guest lecturer from abroad

Hello

Please could you tell me what the implications are for paying a guest lecturer from abroad, to come here to speak three to four times a year. Would he have to declare it on entry to the country, and therefore need some proof of 'employment' albeit a temporary thing for a week? Would it fall under our tax system or his own country's? Is there a benefit to setting up a company expressly to handle this?
