What does it mean when the personal allowance exceeds the tax allowance?

If you receive a notification from the tax people saying your personal allowance for a period of time has exceeded the tax allowance. What does that mean?

In broad terms, the personal allowance is the tax (free) allowance. If you directly quote the main body of your letter from HMRC we should be able to see the context and then give assistance.

The main body of the letter states, your personal allowance exceeds the tax allowance, you do not need to pay anymore tax. You did not receive any repayment during your unemployment.

The letter is accompanied by two payment breakdown statements and at the bottom of each statement, a repayment due figure is shown.

Does this mean a rebate?
