If you have had advice from HMRC, about whether you are eligible to use TOMS, then that needs to be reviewed as a matter of principle. You mentioned that they have advised that VAT has to be worked out on the gross income, not the margin. Is this advice in writing or telephone only? There are technical issues to be checked, for example, who owns the villas? How are the holidays marketed, etc?
