Is VAT applied to the puchase of recreational land

We are non-profit community group - currently not a registered charity but hope to be in the near future - which is in the process of negotiating to purchase some low grade land to convert into a public nature reserve-cum-recreational area. The land is not suitable for housing development.

The purchase price will be no more than £32,500. We expect to pay for the land and landscaping through a mixture of contributions from local residents and grants from various plilanthropical/charitable organisations offering matching funds. We are not registered for VAT but given the cost of landscaping, plants, and features like pathing, fencing, furnture, etc. we are considering registering.

The central question is whether the initial land purchase will be subject to VAT.

Yes if the seller has opted to tax it.
