SDLT FORM SUBMISSION

A couple have purchased a leasehold flat for £88,000 which is below the stamp duty threshold of £125,000. Does this mean they do not need to submit a SDLT form. If they are requirEd to do so, which of the several SDLT forms must they submit?

Assuming that the lease was originally granted for a term of 7 years or more then it is a notifiable transaction and an SDLT return needs to be submitted (forms SDLT1and SDLT2).
