seamans NI contibution

As a seaman living in uk i pay tax and claim it back under the 183 rule but NI is paid and not claimed back because i'm on a british registered vessel (stupid rule?). Under a new ruling from april any eu citizen being a seaman can claim their british tax back and they do not pay NI. If I move to spain myself I am clear of paying tax under the seamans rule. I have private health care so would not wish to rely on the state medical, I will not be in the UK so how do I stand on either getting exemption from paying NI or claiming it back. I have paid NI for 26 years and believe i only have 4 to go for my full pension contributions.
The company I work for is not based in the UK so should I need to pay NI?
Can any one shed any light on the mater please.
