Self employed registration for low earner

Hi,
My son is starting Uni later this year and has just started web based work for an American company who will pay him around £8500 a year on a self employed basis.
My question is, will he have to register as self employed and do tax self assessment even though he will earn below the threashold for tax? Rather hoping he won't!
Any advice/tips welcome.

Yes, because he will need to pay NI contributions
