Suitable F&F for SDLT avoidance?

We hope to purchase a house for £250k. Naturally I would like to avoid the 3% SDLT where possible and legal. The house was owned by an old lady and has a nearly new stair lift old and electric security shutters on the downstairs doors and windows.
Could I pay £249,000 for the house and the remainder for these particular fixtures and fittings?
I would keep the shutters and give the stair lift to my own elderly relative.

I am not a solicitor, but I believe that you are no longer able to apportion the sale price between the property and fixtures etc.
