UK Dutch tax treaty

I have been working in netherlands for less than 183 days and understand that i would qualify for a tax refund based on the dutch / uk tax treaty.
Would the Dutch authorities check if I declare the income in the UK?
It's just that I left the UK last year and my country of tax residence is unclear at this point and I was hoping that I could tell the Dutch authorities that I'm tax residnet in the UK - which I may end up being starting november this year.
Can anyone recommend an advisor who specialises in getting dutch income tax refunds and is aware of treaties etc.
