Ok so I assume that you sent the disclosure by recorded delivery and/or have proof of posting. If so I would try once more (third time lucky as they say) - again by recorded delivery/registered post and if that fails to attract a brace of inspectors round the honeypot I would merely consider completing a tax return (assuming that you have sufficient property profits to justify self assessment) for the year to 5th April 2010 - after you manage to get a unique taxpayer reference - and forget about past years until and when they turn you over.

You never know you might get a pleasant surprise in that once it is up and running with tax returns you might never need to go into earlier years.

As I say keep copies of anythign you send and proof of posting and if ever they come back you can use the information to possibly get a really good deal
