A client hires out coaches and buses, as this is travel is it exempt from VAT. If it is why do taxis have to charge VAT?

The supply is taxable, rather than exempt. If it is transport in a vehicle designed or adapted to carry 10 or more passengers, the supply is zero-rated. Otherwise it is standard-rated. So transport in most coaches and buses is zero-rated, but in taxis standard-rated.

Remember that the previous comments on passenger transport only relate to coaches and buses hired out with your clients drivers doing the driving, if they're hired out self drive then it's just a supply of vehicle hire and is standard rated.
