HMRC have issued some guidance clarifying the current position regarding the internal scanning of 2D barcoded land transaction returns. Since 19 March 2007 HMRC have been writing to those for whom they key a return, explaining that the service was being withdrawn from 1June 2007. Since starting to issue letters, HMRC have since been evaluating the impact of the letter on the number of returns needing to be manually keyed and have decided that the numbers of unscannable forms remains high. As a result, they have announced that will be working with external commercial software providers to investigate the detailed reasons for this. Until they make a decision they will continue to manually key the forms and write to customers explaining that they have done so. They state that when a decision is reached they will set a new date to start returning the forms and will undertake to give practitioners sufficient notice of the resulting change in process. The change will not affect the submission of manually completed (Green & White) paper forms - only those that are completed using the HMRC CD ROM or Commercial Case Management Software products. HMRC also remind customers that the faster, more efficient alternative to using 2D barcoded forms is to file land transaction returns online. The SDLT 5 certificate is delivered electronically, shortly after successful transmission - and can be printed-off and submitted to the appropriate Land Registry (with the necessary documents) for registration.
