Hi

A person is claiming remittance basis since coming to UK, can he apply for a certificate of residence?

Remittance basis only applies to a UK resident; a non-resident is unable to claim such treatment.

Thanks, he is a UK tax resident but non-dom and paying the tax for his overseas income if remitted.

Now, an overseas country request a certificate of his tax residency from the UK, can this be obtained from HMRC.

If he needs one, he can apply for one. Whether he gests it or not is a different matter.
