Im a treasurer for a charity that has members in England and Southern Ireland.

Would I be right in thinking that the members who gift their subscriptions etc will be ok for Gift Aid, but those relating to S.Ireland will not as they are not a UK tax payer.

If they don't pay UK tax you can't claim it back.
With a pinch of salt take what I say, but don't exceed your RDA
