IHT Married Couples Threshold

Hi quick question:

Husband widowed in 1989, with 2 children. Remarried in 1993 with prenup and will in place that all his estate will pass down to upon his death.
Question is will the couples IHT allowance be applicable on what he leaves as he remarried. Also does the time of wife’s death (pre 2007) have any significance?

1st Paragraph should have read.

Nil rate band of first spouse is potentially transferable to surviving spouse on latter's death
