Late tax return

I am to send an appeal from 2012-13 which I wasn't self employed at the time and only just learnt of this. I have been in contact with the tax office and appealing at the moment with this affect me doing a tax return now for 2016

No it does not affect submitting return for 16/17.

You should submit your tax return for 16/17 as normal, pending decision on your appeal.

Submitted tax return 5th sept call a few times. It's been sent to Edinburgh and will and an answer for when you will receive payment on 9th October. Called on the 9th to see what's happening and was they were going to sent a refferal What that means...? As its now gone to Manchester office and will hear from them by 6th November. Has anyone had this before???
