Thanks. Unfortunately none of my siblings want to do this.

Is it just a matter of drafting a declaration of trust and filing it with Land Registry? Do I need to notify HMLT on anything?

Maybe you could sell your share in your parents’ property to one of your siblings or cousins with mortgage potential to spare?
But it seems rajpal_bal does not have a share in his parents' property, but is just one of joint trustees of the legal title.

Agreed. And if rajpal_bal did own a beneficial interest then an HMRC SDLT return should have been done at the point he acquired his interest as he would have been deemed to have taken on that share of the mortgage too.
