Hello my friend is in a right state... He is registered as self employed but not registered under cis but the contractor he has been working for has been making 20% tax deductions from him... I read it should be 30% will he be liable and get heavy penalties as he can't afford to be charged an astronomical amount any views be greatly appreciated thank you

The deductions are the contractors responsibility, and it is the contractor who will have the problem with HMRC.

All you friend has to do is ensure that he completes a tax return accurately with income and expenses.
