Hello there, I have a question regarding VAT, and how to check the person or company are registered for VAT.

I have a neighbour who is a one man band, Joiner, and I have asked him for a quote to erect some timber fencing in my back garden. He has given me a quote on letter headed note paper, and applied VAT at 20% to the quote. There is no VAT Registration number on his quote. My questions are;

1) Is there any way I can check for him being VAT registered, discreetly?

2) If he is not VAT registered, should he be applying VAT legitimately ? Is he breaking the law by applying VAT?

3) What %age of VAT should that be?

Can anyone provide me with any guidance and assistance that can clarify these points for me, please?

You must be VAT registered if you charge VAT (except farmers on the farmers flat rate scheme but this is clearly not on point here).

VAT should be 20% in most cases - almost certainly 20% when constructing a fence.

If the joiner is charging VAT but he is not registered he is committing a criminal offence and I for one would report this to HMRC or make a Suspicious Activity Report.
