Bought a new house in Apr 2013.
Started to rent 2 rooms in the old house.
Failed to declare rental income from the old house.
Due to situation with my wife I moved back into
the old house in Jun 2014 until Jun 2015
and again moved back into the house from
Nov-15 to Apr-2016
While in the old house rented out 1 or 2 rooms.
In Dec 2016 the old house became empty
and In Jan 2017 work started on refurbishing the
house - this is still ongoing (builder issues).
I intend to rent house the whole house in the next few months.
No income has been declared since 2014.
If I declare the above to HMRC can I claim
the expenses for the period from Dec 2016 until
the house is rented - viz. mortgage, council tax,
utilities, insurance and the cost of the painting & decorating
Will there be any penalties for not declaring the
income for those 4 years
