Rent-a-Room in annexe?

Has anyone come across our situation before? Just over a year ago we moved into a property which has an annexe flat above the double garage. It is all one property in the sense that some years ago planning permission to separate them into two properties was firmly denied. But the annexe is assessed separately for Council Tax. We wish to use the annexe flat for Airbnb letting under the rent-a-room scheme. My question is: does the fact that the annexe has separate access and separate council tax mean that we can't? Or since the whole thing is our single and main residence, can we do so?

If it's assessed for council tax then it forms a distinct dwelling, so no rent a room available. (But who would know?)
With a pinch of salt take what I say, but don't exceed your RDA
