CGT on second property

I bought my PPR in 2007, two years later I purchased another property and let out the first property. We are now trying to sell the second property and move back to the first property. Unfortunatly we are having problems selling the second property and as the first property has been vacant for six months, I will now have to pay full council tax on it. I understand how I will be taxed on (CGT) on the first property if and when I ever sell it but my question is 'can I use the expensve of the council tax I am having to pay against any future CGT i may have to pay in the future'?

No, it's not a capital expense.
