Stamp duty avoidance/reduction

I have been told that many of these stamp duty schemes were wound up in July 03, due to the Budget. I would like to know the actual date that this occurred. Also, is there any chance of retrospective schemes?! I bought a property in summer 03 and did not attempt these schemes at the time.
