my wife and myself live in a property I own
I own it in title absolute, my wife is not shown as the owner on the land registry only myself.
if my wife purchases another residential property can my wife elect this property as her principle residence so only she only pays the standard rate of stamp duty

No. The purchase will be liable to the addtional 3% rate.
