I'm a Self Employed software engineer in the UK.

A client in Curacao is interested in my services. I'll be developing software that will be used by them.

My clients have previously been outside of the EU. Will I need to register for VAT and charge the client VAT?

You have no obligation to register for VAT in the UK if you make sales to non-UK clients.

If most or all your clients are in business, you should give some thought to registering in any case. You will be better off by any VAT you can recover on costs.
