Free Competition prizes - reclaim VAT or not?

We are looking to run a weekly online quiz (free to enter), with a prize of a £25 amazon voucher for the winner, as part of a promotion.

I'm struggling to figure out which part of the HMRC guidelines would cover this specific case.

Would we be able to reclaim the VAT on a gift voucher? What if we purchased merchandise to give as a prize instead?
