Discretionary every 7 years

I was reading Mattew Hutton's artical http://www.taxationweb.co.uk/capitaltax ... php?id=406 and spotted this under the heading of Futre. Can anyone throw some light on this for me. "create a new nil-rate band trust (whether discretionary or IIP) every seven years". Regards Peter
