Do we have any disclosures to make to HMRC regarding your offshore bank account. You can get a 10% penalty and you don't need an offshore bank account to qualify for similar treatment?

reading the HMRC note https://disclosures.hmrc.gov.uk/oaics/I ... on=FQ_01#6

this am leads me to think that if an enquiry has been started by HMRC but the client has not had an opportunity to disclose then this would fall within the same parity of treatment. Do others agree?
The note suggests that the online offshore disclosure facility will not apply to enquiries already begun but surely if HMRC have not yet given the client the opportunity to disclose then full disclosure and full cooperation should achieve parity of treatment and a 10% penalty.
