US shares and taxes withheld.

I've got a few USD shares held in a computershare account.

Just got my first statement and there was $12.60 of dividends and $1.89 taxes withheld.

Should that tax be withheld (I'm UK everything)? And if it should do I offset it against my final tax bill on this dividend? If it shouldn't what should I be doing to stop it being deducted?

Isn't it complicated! Although with my tiny dividend it looks like it will all fall into the annual allowance so no tax credit.
