The house my parents left me is now under offer. It has now been renovated.

I am getting receipts together for the cgt. One of the builders is not providing an invoice. Can I provide my bank statements with the various payments going out and write a letter explaining the situation.

Would HMRC accept this?

Submit the figures with all invoices/payments made. You don't need to have evidence unless HMRC challenge the costs.
With a pinch of salt take what I say, but don't exceed your RDA
