Not Paid Tax for 3 years - is this a problem?

I have not paid tax for 3 years as every year the expenses have outweighed the small amount I earn, I am self employed and therefore it isn't a business.

Just some work I do on the side, but every year so far I have offset against expenses which I am doing properly.

I am concerned that for the fourth year running I may not make a profit again as only done a few jobs this year and concerned about tax man giving me grief???
