What journeys are allowed as business mileage?

A friend has been told by his company that he cannot claim business mileage for business journeys that are less than 10 miles from his home. He drives a company car. As he lives only 17 miles from his office, this includes most of the business journeys he makes. His company claims this is on advice from Deloittes.

Surely this can't be true?

This sounds like a crude interpretation of the rule which says that no deduction is available for business journeys which are substantially the same as commuting journeys. See http://www.hmrc.gov.uk/manuals/eimanual/EIM32300.htm
