my wife was trying to start her own little cottage business just before xmas and wanting to do it right notified the tax people, but then for one reason and another she never got started, and has now decided to throw in the towel, but she is in a bit of a panic about what will happen with the tax people can anyone put her mind at ease

If she registered as self-employed, she can deregister here:

It may be worthwhile calling HMRC in any case to see if she can avoid having to file a tax return (otherwise they may well sent her a notice to complete a return in April).
