In a nutshell I would say that is a perfectly justifiable claim.

One other question crosses my mind. I own the flat, but it is in a block. Can there be any claim made on the annual service charges applied by the freeholder of the block on me?

I would claim a proportion of the service charges in the same way as the council tax. They are for services rather than directly related to the capital.
