Can anyone please offer me some advice?

My employer has several ex pat's working for it in the UK. We provide these employees with accommodation paid via lease premiums.

My belief is that the P11D benefit should be the higher of rent paid (very little given it's a lease premium) and the annual value. Annual value being the gross rateable value.

For some reason my employer has been charging the p11d benefit as the value of the council tax payable on the property.

Does this make sense to anyone?
