0% starting rate savings income band

Does anyone know if the £5,000 tax-free (0%) savings income band applies to non-doms?

Or is it lost, like the personal allowance, if one claims the remittance basis?

As far as I can tell I cannot see any denial of the new £5,000 allowance.
