Tax repayment

Hi,

I have a simple question about one of my old tax returns. It asks on my return "Have you had any 2016/2017 income Tax refunded or off-set by us or JobCentre Plus". Do I answer yes if I received a repayment for tax I overpaid on account for year 2016/2017 in year 2015/2016? I'm self-employed and didn't make enough money in year 2016/2017.
