I have let my daughter of 12 have my camper to rent out and she has been paid directly into her own bank account. The amount in question is under £4000 in a year does she need to declare it to HMRC?

No but you do.
The income is attributed to you under the income tax "settlements" anti-avoidance legislation until she reaches 18.

incidentally, by "camper" do you mean "camper van"?
